Thailand Halts Casino Plans Amid MP Gambling Syndicate Investigation

Thai authorities have expanded an investigation into serving MP Chonnaput Naksua regarding a cross-border online gambling syndicate, casting doubt on the kingdom’s legal casino prospects. The inquiry, initiated in April 2026, coincides with the government’s decision to abandon regional resort regulation plans.

Syndicate Charges and Parliamentary Proceedings

The Department of Special Investigation and the Office of the Attorney General allege that Naksua, representing the Klatham Party, helped organise online betting platforms and advertising campaigns for a network operating since 2019. Officials state the syndicate processed more than 1 billion baht (£23m), with broader network assets potentially exceeding 2.5 billion baht (£57.5m) and transaction flows surpassing 15 billion baht (£345m). Naksua faces charges of criminal organisation participation, illegal gambling facilitation, and money laundering, carrying a potential seven- to fifteen-year sentence.

Parliamentary proceedings have complicated the inquiry after legislators voted to prevent the Department of Special Investigation from questioning Naksua during a session. The investigation now includes transnational charges and additional defendants following an Office of the Attorney General recommendation. Meanwhile, the Thai government has shifted focus from casino regulation to market enforcement.

With only the state lottery and horse racing permitted, researchers estimate the underground gambling sector generates an annual handle of 1.1 trillion baht (£25.3bn), yielding 50 to 150 billion baht (£1.15bn–£3.45bn) in revenue.
