New Gambling Regulations Take Effect in Ecuador, UAE and Gibraltar

Three jurisdictions have updated their gaming regulatory frameworks this week. Ecuador enacted a new sports-betting law, the UAE approved an additional vendor license, and Gibraltar announced a leadership transition at its commission.

Regional Regulatory Developments

The Ecuadorian legislation establishes a dedicated licensing structure for sports wagering. Operators must pay an annual fee of approximately $315,000 for each license. The framework also imposes a 15% levy on both operator revenue and player winnings. Traditional casino operations remain prohibited under the new rules, limiting the legal market to sports betting.

In the United Arab Emirates, the Gaming and Casinos Regulatory Authority issued a gaming vendor license to Malaysia-based RGB International. The approval marks the 22nd entry on the authority's official vendor registry. This development precedes the launch of Wynn Al Marjan Island, which will operate as the region's first integrated casino resort.

The expanding vendor list indicates that the local supply chain is being established before the resort opens.

Gibraltar's gaming regulator is simultaneously preparing for a management change. Andrew Lyman, who has served as commissioner since 2018, will leave his position. The selection process for his replacement concluded on 26 June, and officials have scheduled an extended transition period.
