The Brazilian Secretariat of Prizes and Bets (SPA) launched a 45-day public consultation on July 27 to revise the licensing framework for betting operators. The review will update the authorization procedures established under Ordinance No. 827/2024.
Consultation Process
The submission window closes on September 9, 2026. Participants must provide feedback through the Portal Brasil Participativo using a gov.br account. The SPA will evaluate all contributions after the deadline, following Article 31 of Decree No. 12,002/2024.Transparency Initiatives
The licensing review coincides with expanded disclosure measures from the Ministry of Finance. In June, Finance Minister Dario Durigan confirmed the release of more than 25,000 documents related to operator authorization. Administrative Order No. 2,126, issued earlier this week, establishes a dedicated task force to oversee transparency across gambling licensing processes.The regulatory review falls under the SPA Regulatory Agenda introduced by Ordinance No. 817 in April 2025. That framework originally scheduled the licensing procedure assessment for the first quarter of this year.
